NCADD-NJ PROPOSES MEASURE TO EXPAND TREATMENT The National Council on Alcoholism and Drug Dependence –New Jersey proposed a measure that would add $10 million to the Alcohol Education Rehabilitation and Enforcement Fund (AEREF), which is a dedicated fund established to disburse treatment dollars to counties.

BENEFITS PANEL RECOMMENDS ENACTMENT OF PARITY BILL. Following a thorough review of the social, financial and medical efficacy impacts and implications for patients, providers and health benefits plans, the State Mandated Health Benefits Commission recommended enactment of parity legislation (A-333).

COMMISSION TO REVIEW ADDICTION COVERAGE Legislation was referred to the Mandated Health Benefits Advisory Commission for review in November 2004. The 17-member Commission reviews bills introduced in the Legislature that require health insurance carriers to provide or offer a health benefit or coverage for certain benefits.

TWO BILLS ADDRESS NEEDLE EXCHANGE In an effort to reduce the spread of HIV, hepatitus, and other bloodborne pathogens, the Legislature is considering two controversial bills that would enable drug users and others who are at least 18 years old to legally obtain and possess sterile syringes.

MCGREEVEY UNVEILS PROPOSED FISCAL YEAR 2005 STATE BUDGET On February 24, 2004, Governor James McGreevey delivered his State of the Budget address. The Governor’s proposed fiscal 2005 budget of $26.3 billion represents an increase of $1.7 billion above the adjusted appropriation of $24.5 billion.

STATE APPELLATE COURT UPHOLDS ENACTMENT OF ACTIVE CONSENT LAW On December 9, 2003, the New Jersey Superior Court, Appellate Division, rejected an application made by Ridgewood School Board member and attorney Charles Reilly and others who challenged the manner in which the state’s active consent provision became law.

STATE APPELLATE COURT HEARS CASE CHALLENGING ENACTMENT OF ACTIVE CONSENT LAW The New Jersey Superior Court, Appellate Division, on September 30, 2003, heard a case brought by Ridgewood School Board member and attorney Charles Reilly claiming the bill that became the active consent law in 2002 was materially identical to the legislation that Governor Christie Whitman had conditionally vetoed in the 209th Legislature.
